The graph shows the number of proficient English speakers from different countries by the year of their arrival in England and Wales. Summarise the information by selecting and reporting the main features, and make comparisons where relevant.

The bar graph illustrates the number of people proficient in English who migrated to England and Wales from Europe and from the Middle East and Asia, categorized by their year of arrival.
Overall, the number of proficient English speakers from both regions shows fluctuations over time, with a general upward trend from the early 2000s. European immigrants consistently outnumbered those from the Middle East and Asia across most periods, particularly between 2004 and 2009.
Before 1990, the figures for Europe and the Middle East and Asia were relatively modest, with Europe peaking at over 300,000 before 1961. Between 2004 and 2009, the number of European English-proficient migrants rose sharply, reaching over 550,000. In contrast, migrants from the Middle East and Asia peaked at just above 400,000 during the same period.
After 2010, both regions experienced a noticeable decline, with numbers falling to around 250,000 for each group.
